This is the rule that works the opposite way from what people expect. For air travel, the NZeTA is only for visa-waiver passports. For cruise passengers, it applies to everyone — whatever passport you hold.
Why it is different
A cruise ship calls at several ports over a few days. Rather than assessing each passenger at each port, New Zealand requires the authorisation in advance from every passenger, and the ship's arrival is processed as a whole.
What this means in practice
- Every passenger needs their own NZeTA, including infants
- Nationality does not exempt you — the visa-waiver list is not the test here
- Request it before you board, not at the first New Zealand port
Do not rely on the cruise line
Some lines remind passengers and some do not, and the responsibility is yours either way. Being refused boarding at the start of a cruise is a worse outcome than being turned back at an airport, because the ship leaves without you.

The authorisation lasts 2 years, so one request covers repeat cruises within that period — as long as you still hold the same passport.
More on the NZeTA
If you are declined
A declined NZeTA is not the end of the trip, but reapplying with the same details will not change the outcome. Here is what actually comes next.
Dual nationals
The NZeTA is linked to one passport, and you must travel on it. A second nationality is not a problem — showing the wrong passport at check-in is.
Children and infants
Yes. Every traveller needs an NZeTA in their own name, including infants who are travelling on a parent's lap and do not have their own seat.
Australians
Australian citizens need neither a visa nor an NZeTA for New Zealand. Australian permanent residents are different: they must hold an NZeTA before boarding.
Work and study
Arriving under the visa waiver lets you study for up to 3 months. It does not let you work. What counts as work is wider than most travellers expect.
Medical treatment
If the purpose of the trip is medical treatment, Immigration New Zealand requires a Medical Treatment Visitor Visa. The NZeTA does not cover it.
